It's on the raw water side not the coolant side. I hold a bucket under the plug and remove it, get a gallon or so of water. Mine has 2 plugs but...

I have 1 on the transmission oil cooler, one on the fuel cooler, one just after the raw water pump and one on the main heat exchanger. 1980 - 671.
