If the windings are not damaged , you can get away with a " clean, dip and bake" . Relatively inexpensive. The motor shop would bench test this...

I think their budget will preclude this option.
Starboard is slick and does not take caulk well where you may want to seal it . It is heavy too.

Has starter technology changed so much that you cannot " bench test" a starter on the floor of the engine room after removal from the engine ?...
